The hearing was called to order at 8:06 p.m.

 

New Case

#1574              Yawitch, Michael                              20 Orchard Hill Dr.

Applicant seeks a special permit modification to allow a habitable space expansion into the lower level of property within Mac Farms Subdivision.  Property is located 20 Orchard Hill and is situated in the Suburban 2 Zoning District within Mac Farms Subdivision.

 

Notice read.

 

Board of Health letter dated 2/13/07 read.  No objections.

 

Conservation Commission letter dated 3/13/07 read.  No objections.

 

Applicant described plans to construct a family/recreation room and a hobby room in the basement.  This is a walk out basement.  The Applicant plans to add a window in the hobby room.  The construction will create storage/service area which will be an unfinished area.

 

The Board has issues with the window in the hobby room.

#1573              Simpson Housing, LLP                     0 & 225 General Edwards Hwy.

Applicant seeks a Comprehensive Permit under MGL Chapter 40B, and the Town of Sharon Zoning Bylaws, Article 6, 6230 for development of 180 rental apartment units.  Property is located at 0 and 225 General Edward Hwy.

 

Hearing opened at 8:35 p.m.

 

Simpson Housing represented by Spencer Welton and Patrick McMahon.  Mr. Welton gave a brief review of letter dated 2/14/07.  Which gives the history of the rental company.  There will be (71) one bedrooms, (106) two bedrooms and (4) three bedrooms on 19.6 acres.  They have a letter of eligibility dated 3/23/06.  Gas and electric will come from Route 1.  They are waiting for approval from the Town of Walpole for water and sewer.  If, the Town of Walpole does not grant approval.  Simpson Housing will have to remove a few buildings to allow an On-site sewerage plant and water would come from Sharon in the Old Post Road area.  They will go from 180 units to 144 units.  Each resident will have one indoor and one outdoor parking space.

 

Garry Gardner, Sheskey Architects, gave a brief over of the building designs.  Stating there will be four units on each floor, each unit will be metered and will have ultra low flush toilets.  The building types were discussed.  The project will have the following amenities a Clubhouse with a kitchen, indoor pool with a great room.   Site analysis the typography and the protected resource areas are the positive and Route 1 and 95 and the car dealership are the negatives for the habitation view of the project.  There is a 30ft drop from the highway to the line of protected resources and a 30ft. wide easement.  The grade for the access is 262 ft. (8 ½ to 9 ½ % grade).

 

Brian Yergatian, BSC Group Engineer (Civic/Traffic Engineer for the group) touched briefly on the following topics regarding ground water recharge. The design of leaching systems between each building and treating from removal systems for the catch/detention basin.  And the grading/trench plans.

 

The Board is concerned with the fact that Mass. Housing has not granted the curb cuts as of yet.

 

The Board and Applicant will do a site walk on 3/24/07 at 8:00 a.m..

 

The Peer Review will be done by Earth Tech.
